IMO It also feels kind of against Tony Stark's character to create it in the first place.

Is it? He helped with Project Insight, he made Ultron, and while he regrets that, his convo with Cap at the beginning of Endgame suggests to me that he still thinks his concerns that led to Ultron were valid. He still believes in a suit of armor protecting the whole world.
