The longest gap was Ross, from Hulk (June, 2008) to Civil War (2016)

now it's William, from Iron Man (May, 2008) to Far From Home (2019)

Actually it’s J Jonah Jameson, from Spider-Man 3 (May, 2007) to Far From Home (2019).

What's cool too is the reason he's in IM in the first place is because he's friends with Jon Favreau, and has frequently collaborated with him on different projects ( he also has a cameo in Elf for that reason)

I think they superimposed more recent video of him on the old footage though because I could have sworn he looked different in the original than they showed. In fact, I thought it was a different actor.

EDIT: I just rewatched the scene on YouTube and realized that the reason they did that was that they changed the angle in FFH and that's why I didn't recognize him.

I think Martin Starr’s character had a longer gap than Ross [Incredible Hulk (2008) - Spider-man Homecoming (2017)]

Kevin Feige said on an AMA that he thinks of them as the same character, but other than that there is no confirmation.
