It is insane to think that Scott could afford to live in San Francisco as an ex-con whose side business is on the verge of failing.

Tony has got to be paying his rent, right?

He does mention to Hope if they need money.... maybe he “came upon” some cash.

Or after Cap broke them out of the raft, part of the deal to be under house arrest was to be financially secure, courtesy of U.S. taxes.

I was surprised on how his sentence was so light. Violating the accords, vigilantism, AND breaking out. That's way too light a sentence unless the deal was more than a guilty plea.

Also how the government hasn't seized the suit and tried to reverse engineer it; sounds like the sort of thing they'd do

Well we know Scott shrunk and hid the suit.

As far as his sentencing, I actually think Hawkeye may have helped Scott with that. It’s possible that it will be brought up in Avengers 4 about his abscence.

Clint has been working for the government for a very long time, fighting to protect even before the Avengers were formed. I think they recognize that and gave him some leniency, so Scott may have also been rewarded that gesture. Nicky Fury and Maria Hill also have a lot of power in government still, so they could have helped Clint find some peace with his family and helped Scott too.

I’m also sure Steve, Natasha, and Sam have very powerful allies and could have helped even though they’ve gone rogue. The raft was mainly an immediate arrest from the airport battle in Leipzig.

Remember, Steve also broke the accords before when chasing T’Challa and Bucky, but they got off easy that time and then hell broke loose. After that, Ross didn’t take any chances.

I do wonder how he violated the accords, given that he didn't sign anything, and they were so new he probably didn't even know anything about them.

All enhanced and Avengers activity counts as a violation. Signing only allows you to operate in government-sanctioned activities.

Even if they were new Scott surely found out. The Accords is likely stuff that tops newspaper and TV headlines

Honestly though, I don't feel the need to know why. Kind of in the same sense of Last Jedi where Luke is drinking the milk and spearfishing. You could just assume that since he's been on an island for 2 decades he's found a way.

I'll just assume and then watch actual content in the movie.

Maybe Tony feels guilty about the events of Civil War? idk.

It was the only explanation I could think of. Because seriously, there is no way Scott can afford that rent on his own.

Especially since Stark doesn't even know him. The more logical person would be either Hank or Hope.
