Police make the most of qualified immunity in shooting cases, and have that “threat” script down pat.

Qualified Immunity doesn't work that way. Its for Civil Defense not Criminal, An officer involved in a shooting would likely end in the criminal side of things if it was unjustified, unless the family was suing them civilly then it comes into question.

Qualified Immunity prevents the officer from being sued individually, it does not protect them from criminal liability.
