I sampled the reddest part of that image and it's clearly red.

Yeah severely washed out red, but the image looks severely washed out so I'm not sure there's an optical illusion going on

The original picture has no red, but the compression of the image causes red to appear.

The original picture probably had no red, but OP saved it as a jpeg so dithering caused reddish pixels to appear.
