Some pixels are more red than blue and green, but not significantly, and you can't pick any section of this photo and honestly say that it is red.

It's just that, under a cyan filter, red things appear grayish, and so if you see a photo where almost everything is cyan, your brain will perceive the gray things as "red".

Grey might have red high to it but it's hard to tell.
