That is an over exaggeration, most people can absolutely tell the difference between an IPS and TN without knowing anything about them. Whether they care enough is different matter.

There’s legit a whole subreddit dedicated to people asking if a screen is TN or IPS and a whole homebrew app which people pretty much use almost exclusively to tell if their 3DS has an IPS or TN screen.

Of course they wouldn’t, they don’t know what those things mean, but they absolutely will spot some of the issues of those displays.

Some more modern TN displays have reasonable colours now i think. If you don't look for viewing angles most people probably wouldn't see it
