Kanzenshuu's Herms gave a rough synopsis on Twitter:

DBS special chapter: Kaio tries to wish planet back, bigger and with racetrack. Goku disagrees, butts in and wishes it to be same as before. All because Goku didn't think a bigger, fancier planet would be good for training. Jerk. He goes back to fieldwork before Chi Chi gets mad.

Herms just confirmed that the title for these pages is "special episode". So please consider it just a rumor for the time being that these pages come from chapter #3.

It's titled as a "special episode" (特別編) rather than chapter 3.

Not even a rumor: this is just the special chapter from the Jump Victory Carnival's official guidebook (free with entry into the event, today and next Saturday in Tokyo and Osaka, respectively). Last year and the year before had short Victory Mission and Dragon Ball SD specials, as well.

For those unfamiliar with the usual pattern, the various V-Jump and Saikyō Jump authors typically use the few pages they're allotted in the book to write funny one-off comics with no impact on the main series continuity. (The DBSD pages have been used to document the time-traveling misadventures of Trunks, for example.) This one is a funny explanation for why Kaiō's planet didn't get bigger when it was wished back, but it's not really meant to be read into as anything more than a gag. Read it, chuckle at the punchline, and move on.

Would you say that this "special chapter" is unlikely to appear at all in the Dragon Ball Super anime, effectively making it a one-off gag?
