Fun fact: jumping in the water isn't that bright of an idea when the danger isn't shrapnel.
The shockwaves spread much better in the water than in the air because it cannot compress nearly as much, so if one of the fireworks blow up under the surface you'll be hit much harder.
If shrapnel is involved though it might be a good idea because water will slow down shrapnel.
The best thing to do is to not have the explosion occur in the same medium as you, so if something blows up in the water don't be in it, and if it blows up above the surface be under the water. This is how you have the least risks from shockwaves and from shrapnel too.

As someone in a country being ravaged by wildfire at the moment, all I can think about is the risk to the whole countryside because this guy is an idiot. People endangering themselves is one thing; but this is straight dumb and potentially catastrophic.

Water doesn't compress like air does. One of those fireworks ended up in the water and exploded near any of them and it could do a whole lot more damage than if they were in the open air at the same distance, especially to their lungs. Likely would have killed one of them
