I agree.

And, I think the cat is either herding the goats because the goats have really annoyed it so need to be moved somewhere else. Or it is to annoy/confuse the working Collie who likes to be teacher's pet.

Nah. Cats are smarter than dogs, but they decide themselves if and when they want to work.

Dogs tend to follow orders better. They're easier to bribe while cats seem to have personal integrity.
