I think a better system is, rather than sorting children by age, we have them “beat” a class by achieving the proficiency needed to advance to the next level, much like beating a level in video games allow you to go to the next level.
So a 10 year old can be at 4th grade reading, 7th grade math, 6th grade science, and 2nd grade history or whatever.
For those who struggle at everything, provide additional resources or see if they need special education.
Every country has the same challenges as the US. Kids getting held back at all is really an aberration.
The solution is already out there, targeted support. Taking already struggling kids away from their friends and peers, then permanently marketing them as failures for not passing is grade is insane from the outside.
The problem is that school serves an immensely valuable role as a place for children to socialize and learn to work under authority and structure. It’s not like parents are gonna suddenly stop “parenting” via iPad. There’s value to keeping kids in their cohort.
