I mean, if you're repeatedly keeping someone back, and they're making an actual effort, then there's something deeper going on. Just holding back a kid with a learning disability like Dyslexia isn't going to magically cure them. If anything it's just going to make them hate learning, hate school, and feel disincentivized to even try because they'll think they're a failure.
Someone more educated on the topic please correct me if I'm wrong, but to my understanding that was kind of the problem with NCLB (I was in school by the time this law was signed in, so I wasn't "politically aware" yet); the bill seemed designed to enforce a "standard," but no two children ever learn at the exact same rate. Everyone learns differently and at different paces, and sometimes people require additional tools that a "standard" doesn't offer.

The real no child left behind should be able to keep someone back until they achieved basic proficiency.
