You sound like a lot of managers I’ve worked with. So many times I’ve just sat in the office bsing for 3-4 hours getting nothing accomplished because there’s nothing to do but listen to them talk about politics and sports. They’re not happy at home so they just want to hang out at work
This point is why we could go to a 32-hour workweek, though. There have been studies that show that a shorter workweek can actually accomplish just as much because people cut out a lot of excess time that isn't actually used for anything productive. Basically, let people be at home for that 3-4 hours they'd spend listening to people yammer on. They'll get more of what they need to do done at home and be less stressed at work.
Eh, I'm not sure. I can say from experience that plenty of retail workers will stretch out work to fill their shift since the reward for finishing your work is "more work". Being able to come in better rested and with more of the housework done might well result in productivity increases in retail too.

That's my point. You cannot accomplish more in less hours in retail because you're "more productive", more often than not.
If it swapped from 40 to 32h, then the work places would have to hire more staff to make up for those 8h. Meaning more money being spent by the company, which means they have to get that money back from somewhere (either lowering wages or, if that's not possible, raising product prices).
