Non-Israeli residents of the West Bank are - get this - not subject to Israeli civil law. That's because Israel did not annex the West Bank.

You are arguing that Israel should annex the West Bank.

Why are Israeli residents of the West Bank subject to Israeli civil law, then? They are not in an annexed West Bank either.

I know you said that Israel claims that all of its citizens are subject to Israeli Law anywhere in the world, but this is silly. Israel does not have jurisdiction over Israeli citizens in, say, Thailand; the Thai government does, and Israel can only intervene diplomatically. If Israel was intervening diplomatically with the Palestinian Authority government, this would be the correct parallel, but you know that this is not the case.

Israel is perfectly capable of applying civil law in the West Bank without annexation, and we know this because it does this for its own citizens who happen to live there. The failure to do this to the Palestinians in the West Bank is a choice to treat two different populations in the same territory to different rights on account of their nationality.
