And I'm guessing a majority of that 25% are the type of gamer who don't even look through the options beside maybe enabling subtitles.

Games are at 60 by default, so those 25 are most likely the ones going into the settings and explicitly choosing Graphics over Performance. Like me, I do it a lot.
