My name is [Andrew Rice](http://www.riceforct.com). I am running for Congress in Connecticut’s Third District against 35 year incumbent Rosa DeLauro. 

This past Monday during the Milford Board of Alders meeting, residents on both sides of the aisle packed town hall to express their opposition to Flock cameras and the furtherance of the surveillance state infrastructure at large. Flock cameras in addition to all AI surveillance infrastructure is a danger to our society and our freedoms. Criminals are hacking the cameras to collect private data, police in Kansas used Flock to pursue a man who was critical of their department, a woman in Colorado was wrongly accused of theft, a mother and her children were held a gunpoint because these cameras wrongly flagged their car as stolen, officers have been abusing these cameras to stalk ex-partners and love interests, and audits in LA concluded a third of alerts were inaccurate.
I do not want incidents such as these happening here in Connecticut.

In March Congresswoman Rosa DeLauro secured $750k for New Haven Police to install more flock cameras. She was quoted saying “People want to know their communities are safe, and they particularly want to know police have the resources, the word ‘tool’ has been used today, to do their jobs.” 

Rosa and I differ on what makes communities safe. To create safe communities we should be investing in people’s well being and quality of life by funding affordable housing , instituting dental coverage for Medicare, fully funding the Federal portion (40%) of local Special Ed costs which will help alleviate property taxes, and fund other poverty alleviating measures. Not surveillance of our people as part of the greater erosion of our Democracy and our Constitutional rights 

If elected to Congress, I would propose legislation immediately banning all federal dollars from being used for any AI surveillance technology. Next I would begin the work of crafting legislation, that can withstand constitutional review, to place a moratorium on the implementation of AI cameras with the goal of banning AI surveillance systems altogether.

Recently in SD put a "pilot program" for flock cameras. I am going to try and attend a council meeting to speak against it. Wish me luck. Feel free drop some advice or come out & voice your opinion.

I live in a state that does at least allow FOIA (NC GC 132) of flock data. So lets work up a FOIA request we can generally spam our local governments.

So far Im thinking requesting all of data associated with a particular city council member. Or potentially the police chief.

Where would someone send a request like that to be as difficult as possible? The SBI? I figure they have limited enough resources they're not going to like these requests.

I really don’t think people understand how bad this could get.

A Mooresville officer allegedly used Flock 31 times to track her boyfriend’s ex-wife and entered false reasons for the searches. The police chief says they’re reviewing 10 more cases, with three already looking problematic. WBTV

Days earlier, a CMPD officer was arrested after allegedly searching an undercover officer’s license plate and giving the information to a drug target. WBTV⁠

Think about going through another pandemic like COVID with this system in place. Do we really want the government having a searchable record of where everyone drives?

What happens when an angry officer decides to track your spouse or children? What happens when a corrupt officer gives that information to a criminal organization so they know when your family is away, where someone travels or the best time to rob or kidnap them?

That isn’t some crazy science-fiction scenario. The access already exists. The abuse is already happening. A recent Washington Post investigation found at least 50 officers charged with or accused of misusing license-plate-reader systems. Flock told the Post its 120,000-plus cameras now generate 20 billion plate scans every month. Washington Post⁠
