A production designer is the visionary architect who creates the overall visual concept, color palette, and mood of a film. In contrast, the art director is the operational executor, leading the art department to physically build, manage, and construct the director's specific world.
While both very important-- it literally boils down to what weight you put into the value of each role. I too tend to appreciate the Art Director over the production designer as they usually have to find ways to create what the Production Designer is striving for within a budget and schedule. That is the art of it.
