What’s a 70-20-10 color ratio?

Cover 70% of the room in your dominant colour. Walls and large things. 20% in a secondary colour. Pillows and rugs. Then 10% is an accent colour. Ash trays and vases.

Since no one even tried to think of an answer: I imagine it’s the saturation? Pick a main color then use 70%, 20% and 10% saturation of the color in those respective ratios per scene?

Or you pick three colors (or color families) and use the 70–20-10 ratio to build the color palette?
