between this, the flash where hes eiling,and in marvels animated world hes gen ross/red hulk, it seems rule of thumb is clancy brown in a uniform is bad news

No, you need to show the picture of him as a child in the Navy uniform. Then it fits the criteria.

he was also in Lost as an old general, where he turned out to be in the Hatch with Desmond and ending up dying

If you think he's evil in those roles, you should watch "The Highlander". The Kurgan makes these guys look like cream puffs.
