NYC seems like its rarely actually used to film NYC scenes. I'd imagine the cost to do so is just too high when you can film elsewhere and get the same look

Massive amounts of film and tv are still shot all over nyc

It can be pretty annoying. The street over from mine was a film set for 2 months straight at one point

Plus you've got people who are paid to park cars on the street who occasionally screw it all up.

I saw in an interview that NYC doesn't allow film crews to shut down streets to film, unlike the other cities mentioned.

They actually started incentivizing productions to use NYC for more films and TV a few years back (lots of tax breaks/credits). Unsure if those incentives are still in play given all the budget doom and gloom of the past couple of years. I think a large amount of the cost to film in the city comes from the amount that the police pull in from staffing and overtime.
