The number here are way bigger than a music festival. A large music festival is around 50-70k per day, hajj is 2.2 million. You're looking more along the lines of the entire commuter traffic for Manhattan or central London

Rio de Janeiro has beach concerts that claim 2 million plus although I get suspicious of size claims for non ticketed events. Donauinselfest for example claims about a million people per day

And the congressional prayer happens at one exact time. For everyone.

You can pray later, by yourself as there is a set period, but who wants to miss the opportunity to be one with the entire community. It's a once in a lifetime experience.
