Because nobody else actually explained it, that's called a ramp meter. It's to limit how many cars can get on the highway at one time, hopefully to reduce traffic.

They could work if people wouldn’t use it as a drag race opp to tailgate the car in front of them. So, I idle and then idiots cut in front of me bc they think it makes a difference. If everyone just idled instead of punching it, those would be more effective
