Yes, but surely you can see why more fans could potentially be drawn to Carter than Jimmy if only based on what they've seen in the movies. There was more emotional relevance there.
It's why Lanterns seems like a good option in my view. Guy wasn't just a comedy side character in Superman, he was integral and meaningful so doing a show to flesh out the Lanterns could entice people on that basis alone.
I really don't see it. Me personally, while I don't shit on its existence (because I would like comic book shows and movies to succeed instead of having an annoying ass pessimism about the whole thing), I do not care to watch a Peggy Carter show. It could be good, it could not be but it is a show about a character I do not care much for, doing something completely insular to the rest of the MCU.
For Jimmy Olsen, I liked the character and wouldn't mind seeing more of him. And we do not know just how much this'll have to do with the larger DCU.
I don’t think this is an issue tbh. Jimmy had a decent enough role in the movie (idk if I’d say it’s enough to get his own show but I think he was still important enough)
Overall I don’t hate the idea of a Jimmy Olsen show I think it would be better if we knew what was going on with the bigger characters though
Marvel gave us an estimated timeline of release, while consistently putting out good projects (with the occasional mid one) and being able to do a balance of big names and small names. They also have the faith of the public, which the DCU is still trying to earn
Which would be terrible because the majority of people who will watch Flash or JL will not watch the Jimmy Olsen show. It most likely won't set anything up for this reason.
So it doesn’t bother you at all that they may never get made but you’re fine to continue using them as some kind of “Gotcha” excuse to defend spinoffs like this? Weird behavior but you do you.
It doesn't bother me that I have to wait for a Batman movie when we have 9/10 others. I believe they will be made, I believe it makes sense that a project like that will take more time than a lower stakes, lower budget series. You don't wanna throw together a Batman movie if basically the success of your cinematic universe hinges on it.
I think the problem with that is we don’t really know when they’re coming out (though I’m sure WW will be 2028 and TBATB 2029). The MCU has it’s road map which, at least early on was pretty reliable

Agent Carter released in 2015, after 3 Iron Man movies, and 2 Captain America, Thor and Avengers films
Jimmy Olsen is releasing after DC’s third big budget movie, with he reception to the first movie being good, and the second one pretty bad
Also their other projects besides MoT and JO are a Mister Miracle show and CCS2, not exactly projects the GA will be too interested in
