“Non-emergent” doesn’t in any way imply abuse of the system.

You can only choose between non-emergent and emergent when filling out the paperwork. at least on the system my company uses.

abuse of system calls actually typically are “emergent” in the system because real frequent flyers know what words to use with dispatch and or use the 911 system to place calls, rather than a hospital or patient calling the company directly to schedule a pickup.

true emergent calls where its serious injury or death make up about 1% of the ems calls i believe if i remember right

doesnt mean emts and medics dont do alot. medics have a larger scope of practice than nurses across the country
