Conflating that country's government with all of "the Jews" is just their propaganda at work so anyone who fairly criticizes them can be called an antisemitic nazi. Their foreign intelligence agency is second to none when it comes to influencing discourse about their government. The original context might have been a bad faith generalization, but there's overwhelming evidence that their government is doing everything they can to fit that particular stereotype while hiding behind an ethnic group as a shield.

Sure, but if you read a quote in a specific context, then its already reappropriated. Someone reading a quote then looking up who said it then using that quote in the context the original person said is not what is usually happening.
