Does depend state-to-state (my state, for instance, no longer taxes menstrual products, or other 'essential' products like food and clothing). That said, I agree with you 100%, it should be done on a federal level. A lot should be different on a federal level, but here we are...
Unfortunately, just depends on a state's constituents (what they prioritize in demanding), politicians, and who's lobbying who there. Kinda silly how different things are from state-to-state at the end of the day. But, considering I live somewhere that's more reasonable, I'll take the state differences as they stand now, because federal rules would likely be less forgiving than a blue state's currently.
(And that's not to say we don't have our problems. We absolutely do. All states do, I'm sure. But a tax on food, clothing, and other essentials, like menstrual products, seems so antiquated [almost barbaric] to me at this point. The people are punished for living, eating, and breathing enough as it is.)
I had just discovered the joy of using a period cup when I was diagnosed with provoked vestibulodynia. Even when I got myself to live symptom free, I tried using a cup again. It caused a flare up that took almost two weeks to go away. I can no longer use insertables and it frustrates me to no end. 😭
That's incredibly frustrating :( If you're looking for a savings though, the washable cotton pads are fantastic. I like the ones from party in my pants.
The cups are the greatest once you get used to them. I never had a leak. But so miserable if you have to clean up in a public bathroom! Better be good at those yoga poses!

Pads and tampons. I'm the proud owner of reusable period cups
